There is no background detail. Herbert Phillips (1834-1905) was a well-known Manchester philanthropist and became an honorary freeman of the city in 1897. From the Manchester Portraits series of twelve lithographed drawings by William Rothenstein, published in Manchester by J.E. Cornish in 1900.
