Summary

Stone masons at work with a crowd below them to the left. There is a man with a maul on scaffolding to the upper right. Near this man there is an inscription on the building. Only part of the inscription is visible: BEL / FORT. Three men are standing in a group on a lower level of scaffolding. These men are looking at plans held by a man to the right of the group. There are crowds of people to the lower left, waving tricolour flags. There are ruined buildings, some with scaffolding, in the background.
